Is There A Way To Identify A Person From A Cell Phone Number?

I have a person who is pestering me all the time, he is calling me on my cell phone, most days and nights. The calls started off as mild prank calls, but he has gradually become more threatening towards me.Is there any way I can do a reverse search and lookup his cell phone number to find out who and where he is calling from. I have searched google for a reverse phone lookup, but I have read some very mixed reviews on these sites. Can someone tell me which is a good one to use.
